5. I would urge that in the case of British ships Asiatic operators and watchers be British Subjects, this, amongst other reasons, to prevent a large influx of Japanese into British ships. 6. It would perhaps be desirable to institute a

school of W/T in the Colony and train local men.

7. Modifications and departures from the Home Act in conjunction with and in addition to the foregoing I would devide into two groups i.e.

(a) Coasting.

(b) Non coasting.

I would define "coasting" to mean and include vessels plying coastwise from Haiphong in the South to points in China and North China, and "non coasting" to mean and include vessels employed on all other trades.

8. Coasting as defined in 7. - This is a trade

which I consider has no comparison in the world

• it is beset by many dangers - navigation, strong and varying currents, fogs and typhoons. The commanders of the ships are generally speaking coastal navigators, in fact what might be termed coastal pilots in addition to ship

masters.

The ships are mostly wall and the

difficulty in regard to space for installing deakhouses and dynames would be a big factor.

It would be necessary in many cases to install

a dyname in shipe where there is either no dynamɛ or the one already installed in of insufficient power to operate a V/T set - in some ships this would be almost impossible
